The Slack is the reserve that must be left when installing the Structured Cabling.
For example, in the case of Horizontal Cabling, it is recommended to leave a 3-meter slack in the Telecommunications Room (Copper or Fiber Optic), and in the Work Area to leave a 0.30 m slack for copper cable and 1 m for fiber optic cable.
For the Backbone Cable, it is recommended to leave a slack of 9 to 12 meters.
Is the 3-meter clearance a requirement of the standard? Or just a recommendation?

In TDMM version 10 (Chapter 5: Horizontal Distribution Systems), BICSI recommends this as a good practice. Although the exact length is no longer specified in the latest version (12), the need to leave a slack is still indicated.

In the current version of BICSI's TDMM, it is recommended to leave a reserve of 3 m in the TR and 0.3 m in the WA for UTP and 1 m for FO.
