<\/p>\n
For several years I have been hearing about initiatives to develop a Peruvian Standard that establishes the requirements that the structured cabling infrastructure in buildings in our country must meet. Lately, the efforts of the College of Engineers of Peru in the National Building Regulations and the Technical Secretariat of Telecommunications, entrusted by INACAL to INICTEL-UNI, are efforts that go in that direction.<\/p>\n
The question that many may ask is, "Is a Structured Cabling Standard necessary?" In this article, I briefly attempt to answer some questions from various perspectives.<\/p>\n
THE CLIENT<\/strong><\/p>\n Increasingly, institutions' technological infrastructure faces the challenge of digitizing their processes and integrating with the world through the internet. To achieve this effectively, they need a communications infrastructure that meets minimum technical requirements to fulfill their expectations. However, with the rapid growth of information technologies, this infrastructure must be capable of supporting not only today's needs but also those of tomorrow, according to experts with a 10-year projection. Therefore, it is important for the client that the designer, consultant, or installer provides the appropriate category of copper cable or type of fiber optic cable.<\/p>\n It's not just the components (cables and connectors), it's also important to define the requirements for the conduits and distribution spaces (rooms or chambers), since a proper design must ensure that movements, additions and changes do not affect the operation of communications in the company.<\/p>\n Another equally important aspect is the documentation, such as plans, reports, and the identification and labeling of cables and components, which must be uniform in order to guarantee the owner or client that the management of their technological infrastructure will be consistent even when they change contractors or suppliers.<\/p>\n The standard must guarantee interoperability with the other components of the communications infrastructure.<\/p>\n THE CONSULTANT<\/strong><\/p>\n A consultant requires a reference document. Currently, according to the National Building Regulations, since there is no structured cabling standard, the consultant must use international standards developed by ISO, TIA, and IEEE. However, the regulations do not specify which standard to use, and there are several standards for cabling, conduits, spaces, documentation, fiber optics, outside plant, etc. This generalization can lead to various interpretations, ultimately resulting in the client or consultant having to invent rules or criteria due to uncertainty, which will later cause problems.<\/p>\n Consultants often have doubts, for example, about the use of Category 7A copper cables, since the American standard TIA-568C does not include it, but the ISO\/IEC 11801 standard does. Other questions include the appropriate areas to allocate to telecommunications rooms or equipment rooms. These are challenges that, in a project, must be addressed with the help of appropriate consulting.<\/p>\n Another question I've heard is what the requirements are to be an Infrastructure Consultant. According to the National Building Regulations (RNE), it's to be a registered Engineer specializing in Infrastructure, a member of the College of Engineers of Peru (CIP). However, many believe that additional accreditation should be required to validate the professional's skills and ongoing training. Just as there are accreditations for project management granted by the Project Management Institute (PMI), there are also accreditations granted by BICSI, which are globally recognized institutions.<\/p>\n THE CONTRACTOR<\/strong><\/p>\n Internationally, there are manuals and best practice documents for structured cabling installation, but these are not required in our country. This leads to each contractor using different approaches, which, while not inherently bad, complicates infrastructure management for the client, who is responsible for day-to-day operations. Having a standard and manuals to guide companies responsible for implementation would help establish better criteria and controls, reducing rework costs that cause delays and conflicts in projects.<\/p>\n It is also a challenge for the Contractor to maintain a current level of competence and certifications to be selected by clients, but this should be a requirement, not an option, for companies dedicated to this service.<\/p>\n THE MANUFACTURER AND THE MARKET<\/strong><\/p>\n I have often heard that the structured cabling market is very small compared to others in the region, and that is why we do not have the full range of options available in places like the United States.
