At the same time, a shift in demand is observed in developing countries: increasingly, these countries are adopting mobile telephony over fixed-line telephony and opting for mobile broadband rather than fixed broadband. The growth of the information society continues, but the digital divide persists and is even widening in certain segments. The digital divide is increasing, particularly between urban and rural areas.

The 2014 edition of the Annual Report was launched at a special session during the Symposium on the World Telecommunication/ICT Indicators (WTIS) in Tbilisi, Georgia, on 24 November 2014. The event was attended by Houlin Zhao, now Secretary-General of the ITU, and Brahima Sanou, Director of the Telecommunication Development Bureau, as well as representatives from governments, statisticians, industry experts, and organizations within the United Nations system. Several sessions of the Symposium were devoted to examining the Report's main findings and the results related to the ITU ICT Development Index (IDI).

Ranking of countries according to the ICT Development Index

The ITU's latest ICT Index ranks 166 countries based on 11 indicators that measure their level of access to ICTs, their use of these technologies and their capabilities in this area, as well as mobile phone subscriptions, the number of households with a computer, internet users, fixed and mobile broadband internet subscriptions, and literacy rates. This index is a valuable benchmark for monitoring the evolution of the digital divide.

According to this index, Denmark leads the world in ICT development, followed by the Republic of Korea (which held first place for the past three years). Sweden, Iceland, the United Kingdom, Norway, the Netherlands, Finland, Hong Kong (China), and Luxembourg also rank among the top 10 (see table). The United Arab Emirates, Fiji, Cape Verde, Thailand, Oman, Qatar, Belarus, Bosnia and Herzegovina, and Georgia are the most dynamic countries, having made above-average progress in their rankings last year.

All the countries in the top 30 of the ranking are high-income countries, a clear indication of the strong correlation between income and progress in the ICT sector. The report reveals that these countries have liberalized and competitive ICT markets at the forefront of innovation, as well as a skilled workforce with the necessary abilities to use information and communication technologies.

ICT and MDGs

The report also thoroughly analyzes the link between ICT development (represented by the ICT Development Index) and the United Nations Millennium Development Goals (MDGs). New data show a strong correlation between the ICT Development Index and nine MDG indicators, particularly those related to poverty reduction and improved health. There is also a significant correlation between ICT development and other development indicators in developing countries. “The report’s authors have observed that ICT development is linked to progress in achieving some MDGs. It is precisely in poor and rural areas that ICTs have a particularly significant impact. The ITU has long been a strong advocate for ICTs, a cornerstone of socioeconomic development,” said Brahima Sanou, Director of the Telecommunication Development Bureau, which published the report.

ICT prices and the importance of competition

The price of ICT services, a determining factor for the adoption and affordability (price level relative to income) of these services, remains the main obstacle. The good news is that prices, if their evolution over time has been tracked, are gradually decreasing: for example, basic broadband plans are now more affordable, and their average price, which represented 94.51% of GNI per capita in 2008, fell to 18.31% of GNI per capita in 2013 globally. Advertised speeds for fixed broadband plans are increasing: 1 Mbps was the typical basic speed in 2013, compared to 256 kbps in 2008.

The idea that competition drives prices down is widespread, but is there truly a cause-and-effect relationship, or is it pure coincidence that fixed and mobile broadband prices have decreased in the last five years while competition has increased? There isn't necessarily a cause-and-effect relationship: the arrival of new broadband technologies could lower prices but not necessarily change the market structure.

The report also analyzes broadband price trends in over 144 countries in relation to various variables: economic development (measured by GNI per capita), urban population, degree of market competition, regulatory frameworks (measured by the ITU Regulatory Track tool), data volume limits, and speed. All these variables, except speed, were key determinants of pricing. The shift from a duopoly to a triopoly (assuming equal market share) is associated with an average price decrease of 5.81% for fixed broadband and 7.81% for mobile cellular telephony. The analysis suggests that if the level of competition in fixed broadband markets in developing countries were the same as in developed countries, basic fixed broadband prices could decrease by at least 101% in developing countries, and of cellular mobile telephony the 5%.

Regulation also plays a crucial role in price determination, particularly for fixed broadband services. According to the report, if internationally adopted regulatory best practices, fixed broadband prices could decrease by at least 9.71% in developing countries. Comprehensive data on the prices of four different types of mobile broadband services indicate that in many countries, mobile broadband is cheaper than fixed broadband. In developed countries, mobile broadband is six times more affordable than in developing countries. Austria has the cheapest mobile broadband, while Gambia, Niger, and Vanuatu have the most expensive. Many European countries, Qatar, Hong Kong (China), and Macau (China) maintain a good ranking and offer affordable mobile broadband packages.

Income inequality is another reason why fixed and mobile broadband prices remain prohibitive for significant segments of the population in developing countries. Many households in these countries lack the income to afford a mobile broadband plan per person and often share a single subscription among family members.

The importance of big data in monitoring ICTs and promoting development

The report also examines the role of big data and its importance in tracking the evolution of ICTs and fostering development, including data provided by telecommunications operators. In today's interconnected world, people, objects, and devices leave digital footprints in various forms, and data flows continue to increase due to transactions and interactions, messages, and/or the "traces" left by the Internet of Things (IoT). The term "big data" generally refers to datasets whose volume, velocity, and variety are significantly larger than those of traditionally used datasets. The presence of big data highlights the technological advances that enable the acquisition, storage, and processing of increasing volumes of data from diverse sources.

Data provided by mobile system operators is available in real time and at low cost, and is currently used, for example, to monitor movements and design poverty maps.

Furthermore, the Report analyzes ways to use big data provided by the ICT sector to monitor the evolution of the information society, especially data on mobile subscriptions and mobile traffic volume, and customer profiling, which can offer new insights into the adoption and use of these technologies, as well as the digital divide. The issue of big data was examined in several focus groups and sessions at WTIS-14.

For more complete information, see: www.itu.int/en/ITU-D/Statistics/Pages/publications/mis2014.aspx.

La Unión Internacional de Telecomunicaciones ha publicado su informe anual 2014.
